Why talking filibuster & other reforms might be better than carve-out for voting rights bills

The author argues that burden-shifting (i.e., bill opponents must have 41 votes at all times) and talking filibuster (bill opponents must continuously speak to the bill) would be better to get voting rights bill passed in the Senate.
