Electoral Count Reform Act -- popular election for President


The authors parse a phrase in the 14th Amendment,:
"Section 2 specified a substantial penalty if 'the right to vote at any election for the choice of electors for President and Vice President of the United States … [was] denied ... or in any way abridged, except for participation in rebellion, or other crime.' Any state that abridges this fundamental right to vote is to have its political representation in the House and in the Electoral College reduced."
