Re: Citizens United Hearing Feb 6 2020

Carol Nezzo & I attended that hearing.

I'm not clear yet what are the differences between HJR2 & HJR48 but there seems to be significant overlap in the list of sponsors of both bills.

I spoke to Jamie for just a minute afterward. I was wearing my GMOM shirt and told him we are still trying to get his Democracy Amendment Resolution passed thru the MD legislature. He mentioned that one of the testifiers said that 20 states have passed resolutions for a constitutional amendment but then I had to remind him that nearly all of those were symbolic resolutions asking Congress to propose the amendment. 

So, I think that for an HJR that proposes a constitutional amendment to pass just the House, a 2/3 majority is needed. That is pretty much impossible to imagine in the foreseeable future UNLESS more states pass resolutions demanding an Article V convention, thus putting enough pressure on national Republicans to start supporting it.
